China’s ability to make contributions to the world entails its approaching to being a strong technology country. It means we will create many new science thoughts and cutting-edge technologies that have great influence on the world. In this sense, a strong technology country has a higher standard than an innovation country because it highlights more on the contribution to the world’s development of science and technology.
Top talents, research institutes and major S&T infrastructures are the backbone of a globally strong technology country. Building a globally strong technology country needs to tackle four main problems. First is the unfairness of recruitment mechanism. Second is the myopia in cultivating talents. Third is the propensity for economic gains to use talents. Fourth is the materialized stimulating policy for talents. Besides that, more infrastructures need to be constructed.
