Recently, the General Office of the CPC Central Committee and the General Office of the State Council jointly promulgated “Some Opinions on the Further Improvement of the Management of Funding by the Central Government for Research Projects ” with an aim to provide a more easy research environment for researchers. Wan Jinbo, an associate researcher in the Institutes of Science and Development, CAS, thinks that the allocation efficiency of science and technology resources is the core of the scientific and technical system reform. It is directly connected with the aim of turning our country into an innovative one with strong technology advantages.
And he believes that we should encourage research institutes, organizations and other bodies concerned to explore more efficient way for resources allocation and create a new assessment mechanism based on the quality of scientific and technological innovation, contribution and performance to attract more talents. Moreover, a new education reform combined with the supply-side reform should be launched to create a more flexible, adaptive and systematic regime for talents cultivating and technology development.
